Specification-Governed Operating Model
A gated target operating model that scales agentic throughput through specification quality and verification architecture rather than headcount, with each migration phase earned by measurable gates.
Teams scale agent throughput without surrendering governance by treating specification quality and verification architecture as first-class concerns.
Roles and artifacts. Four swimlanes — Spec Architect, Domain Owner, Verification Owner, Platform and Tooling — run a five-artifact closed loop: intent document → formal specification → synthesis output → verification report → provenance log. The verification report and provenance log feed back into the specification, giving one source of truth, independent verification, and an immutable audit trail.
Gated migration. Reject single-step replacement. Progress through assessment, a pilot on an isolated bounded workstream, a hybrid phase (legacy ceremonies retained for unmigrated components), then spec-first delivery with sprint cadences retired for synthesized components. Progression is earned, not calendar-scheduled, and controlled fallback activates whenever a gate fails. Four gates carry measurable thresholds: spec clarity (the spec fidelity gate), verification pass rate, repair multiplier within band, and security gate pass.
Rationale to record. Ambiguity stays costly despite large contexts (ambiguity tax), so crisp machine-readable specs are an economic control, not a documentation ritual. Velocity need not collapse quality when specification and verification gates bound throughput. Spend shifts from construction headcount toward architects, tiered inference, and tooling, with spec fidelity, the Synthesis Efficiency Ratio, and autonomy telemetry replacing story points as steering metrics. Trust is architectural: independent verification agents, synthesis separated from release authority, security-first specifications, and mandatory human approval gates.
